Does the NPS Maintain a Secret List of BASE Jumpers?

Absolutely. Former NPS rangers have called me confirming that it exists. Many people argue that the NPS should have better things to do than waste tax dollars chasing BASE jumpers. Are BASE jumpers really hurting anyone? If BASE jumping is indeed a crime, why don't they create a law against it instead of charging jumpers with an antiquated "illegal aerial delivery" charge?
